Hamilton County - Home Improvement Program

The Home Improvement Program (HIP) in Hamilton County, Ohio, originally opened in 2002, and was reinstated in May 2008. The HIP loan allows homeowners in Hamilton County communities to borrow money to repair or remodel homes or rental property at interest rates 3% below the lowest rate a bank would normally offer. The following banks participate: Fifth Third Bank, U.S. Bank, KeyBank, North Side Bank and First Safety Bank. The HIP loan is usually structured as a home equity loan, secured by a second mortgage on the property. Credit requirements apply.

Puerto Rico - Solar and Wind Contractor Certification

In October 2008, the Energy Affairs Administration (EAA) of Puerto Rico adopted regulations for the certification of photovoltaic (PV) systems and installers in response to the passing of Act No. 248, which required that PV systems be certified and installed by certified installers in order to be eligible for the newly established tax credits (that have since been repealed). With the passing of this regulation, only certified installers may install photovoltaic (PV) systems in Puerto Rico. In January 2010, additional regulations were passed that required wind turbine installers to be certified in order to install wind systems as well.

City of Chandler - Green Building Requirement for City Buildings

The mayor and city council of Chandler, AZ adopted Resolution 4199 in June 2008, establishing a requirement for all new occupied city buildings larger than 5,000 square feet to be designed and built to achieve the Silver level of the Leadership in Energy and Environmental Design (LEED) certification program, and to strive for higher levels of certification whenever project resources and conditions permit. Montgomery County - High Performance Building Property Tax Credit

The state of Maryland permits local governments (Md Code: Property Tax § 9-242) to offer property tax credits for high performance buildings if they choose to do so. Montgomery County has exercised this option by offering property tax credits on new or extensively modified multi-family residential and commercial buildings that meet certain high performance building standards. An "extensive modification" is defined as a structural modification that alters 50% or more of the building's square footage.

Central Georgia EMC - Photovoltaic Rebate Program

In June 2008, Central Georgia Electric Membership Corporation (CGEMC) began offering a rebate of $450 per kilowatt (kW) to residential members who install photovoltaic (PV) systems that are interconnected and net-metered. To qualify, PV systems must have a warranty of five or more years and must be installed by a licensed contractor. In addition, PV systems are limited to 10 kW in capacity and must be installed in accordance with all applicable building and national electric codes.

Ames Electric Department - Residential Energy Efficiency Rebate Programs

The City of Ames Electric Services offers a variety of services and rebates for residential customers interested in purchasing energy efficient appliances or making energy efficiency improvements to eligible homes. They also offer the Net Zero Ready Home Rebate program for new homes that meet certain Energy Star standards described on the program web site.

PECO Energy (Gas) - Residential Heating Efficiency Rebate Program

The PECO Natural Gas Efficiency Upgrade Program offers various incentives for installing energy efficient gas equipment in homes.  The program is available to PECO natural gas customers in the natural gas service area of Bucks, Chester, Delaware and Montgomery Counties. All equipment must meet program efficiency requirements. Rebates can be submitted online or by email or mail.

Model Ordinance for Renewable Energy Projects

NOTE: This model ordinance was designed to provide guidance to local governments that wish to develop their own siting rules for renewable energy projects. While it was developed by the Oregon Department of Energy, the model itself has no legal or regulatory authority.

The Oregon Department of Energy issued guidance to local governments to address wind, solar, geothermal, biomass, and co-generation project planning needs at the city and county level in July 2005.
