New Hampshire Electric Co-op - Residential Energy Efficiency Loan

New Hampshire Electric Co-op offers On Bill Financing Loans to be used for eligible projects under the NHEC Home Performance with ENERGY STAR program for weatherization. This loan program can be combined with NHEC rebates under the same program. Loans are up to $4,000 at 0% interest for up to 48 months.

NHEC also offers loan subsidies as a part of their Residential Energy Efficiency Loan Buy down Program. These are to be used for eligible projects under the NHEC Home Performance with ENERGY STAR program for weatherization and for unrebated costs associated with the installation of High Efficiency Heat

Public Benefit Fund for Renewables and Efficiency

NOTE: H.B. 8354 enacted on June 2016 extended the customer benefit charge of 0.3 mills/kWh until end of 2022. This charge was set to expire at the end of 2017.

Rhode Island law allows its electric distribution companies to collect two sets of public benefits charge to fund renewable energy and energy efficiency programs.

SB 1149 Schools Program


Oregon's retail electricity restructuring law, SB 1149, includes a requirement for the state's two largest utilities, Pacific Power and Portland General Electric, to collect a 3% public purpose charge from all customers. Ten percent of the collected public purpose funds are designated for energy efficiency programs in public K-12 schools within the utilities' service areas. School improvements can include new windows, upgraded heating and cooling systems, building envelope improvements, energy efficient lighting, domestic hot water systems, and more. 

The Oregon Department of Energy (ODOE) administers the public purpose funds for schools, along with Education Service Districts and local school districts

Alabama Commercial PACE financing program

NOTE: In 2010, the Federal Housing Finance Agency (FHFA), which has authority over mortgage underwriters Fannie Mae and Freddie Mac, directed these enterprises against purchasing mortgages of homes with a PACE lien due to its senior status above a mortgage. Most residential PACE activity subsided following this directive; however, some residential PACE programs are now operating with loan loss reserve funds, appropriate disclosures, or other protections meant to address FHFA's concerns. Commercial PACE programs were not directly affected by FHFA’s actions, as Fannie Mae and Freddie Mac do not underwrite commercial mortgages. Efficiency Works for Homes is a residential energy efficiency rebate program offered by four utilities through the Platte River Power Authority:

Blue Ridge Electric Cooperative - Residential Water Heater Rebate

Blue Ridge Electric Cooperative offers up to $300 for the purchase of an electric water heater. The rebate amount varies based on the size of the water heater purchased. Only one rebate will be paid per home. Blue Ridge Co-op must be allowed to inspect the water heater at any time to ensure program compliance and proper operation. Entergy Mississippi- Residential Energy Efficiency Program

Entergy Mississippi offers residential energy efficiency programs to help residential customers save energy by providing rebates for lighting, heating and cooling equipment, A/C tune ups, and energy audit. Incentives for lighting are offered as in-store discount at participating retailers. Customers may also choose to schedule a free energy audit of their homes. A walk through energy audit will provide a comprehensive list of energy saving measures for the home, and will also provide low-cost energy efficiency equipment including CFLs, faucet aerators, and efficient showerheads at no additional cost. Incentives up to $500 is available to replace an existing HVAC

Entergy (Louisiana and Gulf States) - Residential Energy Efficiency Program

Residential customers of Entergy Louisiana, and Entergy Gulf States Louisiana can participate in energy efficiency programs designed to help offset cost of installing energy-efficient equipment and measures. Entergy Solutions offers programs for Entergy Louisiana residential customers to save energy and money by reducing the up-front cost of energy efficiency upgrades. Renewable Energy Standard
