The Rhode Island Commerce Corporation (Commerce RI) seeks to fund commercial scale renewable energy projects  generating electricity for onsite- consumption. Commerce RI provides incentives for renewable-energy projects. Incentive programs are funded by the Rhode Island Renewable Energy Fund (REF) and alternative compliance payments (ACPs) from the state’s renewable portfolios standard (RPS). 

Eligibility

Any legal business entity, municipality, non-profit, and affordable housing are eligible for funding. Small Scale Solar Grants (Commerce RI)

Commerce Rhode Island provides financial grants for small scale solar photovoltaic systems and domestic solar water heating systems to help reduce energy costs and increase renewable energy adoption. The program is funded by the Rhode Island Renewable Energy Fund (REF) and alternative compliance payments (ACPs) from the state’s renewable portfolios standard (RPS). The application for grants are solicited on a "Block" basis with specific application deadlines.

New Ulm Public Utilities - Solar Electric Rebate Program

New Ulm Public Utilities provides solar photovoltaic (PV) rebates for residential, commercial, and industrial customers. Rebates are for $1 per nameplate watt, and customers must sign a net metering and interconnection agreement with the utility. Systems must be new and sized between 0.5 kilowatts (kW) and 40 kW.

Commonwealth Woodstove Change-Out Program

Philadelphia Gas Works - Residential and Commercial Construction Incentives Program

Philadelphia Gas Works (PGW) provides incentives to developers, home builders and building owners that build new facilities or undergo gut-rehab projects to conserve gas beyond the level consumed at code (IECC 2009) minimum standards. Single-family residential properties can qualify up to $750 per for saving at least 20% beyond energy code minimum standards. Commercial and multifamily properties can qualify for up to $60,000 calculated based on the projected energy savings of at least 15% beyond energy code minimum standards. Partial Sales and Use Tax Exemption for Agricultural Solar Power Facilities

California provides a partial exemption of the state's sales and use tax for farm equipment and machinery. The exemption only applies to taxes levied by the State, and not sales and use taxes levied by local governments. City and County of Denver - Solar Panel Permitting

The City and County of Denver was designated the first "Solar Friendly Community" in the nation based upon its streamlined permitting process.

Denver provides same-day permit review for most solar panel projects. Electrical, Plumbing, and Zoning Permits* are required for photovoltaic (PV) systems installed in the city of Denver, although more complex engineering projects may still be required to go through the Plan Review process.
