City of Detroit - SmartBuildings Detroit Green Fund Loan

The Economic Development Corporation (EDC) of the City of Detroit is offering financial assistance to commercial, institutional and public buildings in Detroit that install energy efficiency and renewable energy technologies. Loans are available between $50,000 to $150,000. Eligible technologies include building insulation, glazing treatments, windows, doors, weatherstripping, insulated roofs, solar panels, geothermal installations, wind, hydroelectric, thermal load reduction, HVAC, interior and exterior lighting, electrical, humidification and low flow water/plumbing projects. City of Ann Arbor - PACE Financing

Note:  In 2010, the Federal Housing Finance Agency (FHFA), which has authority over mortgage underwriters Fannie Mae and Freddie Mac, directed these enterprises against purchasing mortgages of homes with a PACE lien due to its senior status above a mortgage. Most residential PACE activity subsided following this directive; however, some residential PACE programs are now operating with loan loss reserve funds, appropriate disclosures, or other protections meant to address FHFA's concerns. City of Bloomington - Sustainable Development Incentives

The City of Bloomington offers fee waivers and other design incentives for developers that incorporate the city's sustainability goals. A full description of the incentives can be found in the city code at 20.04.110 or at the website listed above. The city's four goals include:

  • Energy and resource efficiency. Features that meet the energy and resource efficiency goal include green roofs, improved building performance rating, the use of non-polluting and/or renewable on-site energy sources, recycling and/or salvaging at least 50 percent of non-hazardous construction and demolition debris, or utilizing building materials and products sourced within a 500 mile radius.

Oklahoma Natural Gas - Residential Efficiency Rebates

  To encourage customers to install high-efficiency natural gas equipment in homes, Oklahoma Natural Gas offers rebates to residential customers a variety of energy efficiency measures. Duke Energy Carolinas (Electric) - Energy Star Homes Rate Discount Program

Duke Energy Carolinas encourages residential customers to buy energy-efficient homes through the utility's Energy Star Homes Program, which awards a rate discount to customers living in Energy Star homes. To earn the Energy Star label, homes are tested by a third-party inspector to ensure they meet the U.S. Department of Energy's criteria. Generally speaking, a home must be at least 30% more efficient than the national Model Energy Code for homes or 15% more efficient than the state energy code, whichever is more rigorous. Orange and Rockland Utilities (Electric) - Energy Efficiency Program

Orange and Rockland Utilities offers electric energy efficiency program that provides rebates to replace various appliances. To apply for rebate, submit rebate application form along with required documents. The incentives also apply for small business electric customers. 

Orange and Rockland Utilities also provides rebates for residential customers for recycling older, inefficient refrigerators and freezers. All appliances must meet the program requirements listed on the program web site. For more information call 1-877-852-5678.

NorthWestern Energy (Gas) - Residential Energy Efficiency Rebate Program

NorthWestern Energy offers a variety of rebates for residential customers to make energy efficiency improvements in their existing homes. Incentives are available for heating equipment, insulation, programmable thermostats, fan controllers, and water heating. See program website for details on eligible measures and incentive amounts. 

Customers building a new home are also eligible for incentives for natural gas space and water heating under the E+ New Homes Program.

Rebates for lighting fixtures and sensors are also available for NorthWestern electric customers.

First Energy Ohio - Renewable Energy Credit Procurements

As part of its Electric Security Plan, FirstEnergy will periodically solicit proposals for Renewable Energy Credits (RECs) and Solar Renewable Energy Credits (SRECs). Proposals were accepted for long-term contracts, and the recent short-term contract window has closed. Requests for proposals will not be available at regular intervals; check the program website for current information regarding application due dates. Interconnection Guidelines

Rhode Island enacted legislation (HB 6222) in June 2011 to standardize the application process for the interconnection of customer-sited renewable-energy systems to the state’s distribution grid.  The new application process, which took effect in July 2011, applies to the state's electric distribution companies, including National Grid.

Under this process, an interconnection applicant must submit an application to the utility for an impact study, including a request for an estimate of the cost of interconnecting the proposed system.
