City of Dallas - Residential and Commercial Green Building Requirements

In April 2008, the City of Dallas enacted a Green Building Program (see Ordinance No. 27131), which required all new buildings to meet enhanced energy efficiency standards. The program was implemented through two phases. Phase 1 became effective October 1, 2009, and Phase 2 became effective October 1, 2013 (as amended by Ordinance No. 28813).

Notably, Dallas became the first U.S. city to adopt the 2012 International Green Construction Code (with amendments) for new commercial construction. Dallas now implements the 2015 International Green Construction Code (with amendments, hereafter Dallas Green Construction Code) as mandatory for commercial construction.

City of San Diego - Sustainable Building Expedited Permit Program

In 2002, the City of San Diego passed Resolution R-298001, which amended the Sustainable Building Policy to allow for expedited permitting for sustainable buildings. Sustainable buildings are defined in Policy Number 900-14, and the expedited permitting program is described in Policy Number 600-27. The Sustainable Building Policy is scheduled to be revised every three years.

New residential, commercial, and industrial development projects are all eligible for expedited permitting. CPS Energy - New Residential Construction Incentives

CPS Energy offers incentives for new residential construction that is at least 15% more efficient than than International Energy Conservation Code 2018 (IECC 2018) building code.

The Residential New Construction Incentive Program does not specify eligible measures, but rather provides a rebate based on a "whole home performance."

CPS Energy offers builders and contractors incentives for new, energy-efficient residential buildings in the CPS Energy service area in San Antonio. Applicants must submit an initial reservation application, as well as a final application utilizing a program-recognized home energy performance test. Questar Gas - Home Builder Gas Appliance Rebate Program

Questar Gas provides incentives for home builders who incorporate energy efficiency into new construction. Builders can receive equipment rebates for a variety of energy efficiency measures implemented in new homes. All equipment and construction requirements must be met in order to participate. Questar Gas - Residential Energy Efficiency Rebate Programs

Questar Gas provides rebates for residential customers who make their homes more energy efficient by installing certain energy saving appliances, efficient heating equipment, and certain weatherization measures. Incentives are available for a variety of energy efficiency measures, including water heaters, furnaces, boilers, insulation, and programmable thermostats. 

To qualify for rebates, appliances and equipment must run on gas and must meet the minimum efficiency levels stated on the program web site. MidAmerican Energy (Gas) - Residential Energy Efficiency Rebate Programs

MidAmerican Energy offers a variety of incentives for residential customers to improve the energy efficiency of eligible homes. The Residential Equipment Brochure on the program web site above provides specific rebate amounts, efficiency requirements and further details. After installing qualifying equipment, customers should submit a completed Equipment Rebate Application and a detailed invoice to MidAmerican. Heating and cooling dealers have a supply of Equipment Rebate Applications and will participate with customers.

CoServ Electric Cooperative - Residential Energy Efficiency Rebate Program

CoServ Electric Cooperative's "Think Green Rebate Program" provides a range of incentives encouraging its residential customers to upgrade to high efficiency equipment in their homes. Rebates are available for CFL and LED lighting upgrades, HVAC tune-ups, new Energy Star Homes, heat pumps, water heater replacements, room AC units and dishwashers. Lansing Board of Water & Light - Residential Energy Efficiency Rebates

The Lansing Board of Water & Light (BWL) offers multiple energy efficiency rebate programs to residential homeowners and renters who are customers of BWL. Rebates are offered for programs including:

  1. Appliance recycling
  2. Energy Star appliances
  3. Energy Star lighting
  4. Heating and cooling
  5. Electrification
  6. Solar installations
  7. Plug-in electric vehicles

Some rebate amounts vary by equipment efficiency or capacity. Purchased products must meet all program standards in order to receive rebates. Application forms are available on the program website. Customers can contact BWL for any further information about these programs.

Baltimore Gas & Electric Company (Gas) - Residential Energy Efficiency Rebate Program

The Baltimore Gas & Electric Company (BGE) offers Natural Gas Connection program to residential customers to switch from electric to natural gas for heat. The program waives connection charge ($2,000 value) and offers rebates for furnaces, HVAC system tune-ups, and insulation measures. All equipment and installation requirements must be met in order to receive rebates. City of San Antonio - Residential and Commercial Green Building Requirements

In 2009, the mayor of San Antonio announced the “Mission Verde” plan, which included several energy savings goals. As part of this plan, the City Council enacted an ordinance in March 2009 requiring all new buildings in San Antonio to meet a 15% greater efficiency rate than what was required in the 2008 city energy code and establishing goals of 30% energy saving by 2012 and net-zero carbon emissions by 2030.

In December 2011, the City Council adopted the 2009 International Energy Conservation Code, Chapters 2 through 5. 

In October 2018, the City Council adopted the 2018 International Energy Conservation Code.
