In the District of Columbia, there is an excise tax that is levied and imposed on the issuance of every original certificate of title for a motor vehicle or trailer. There are exemptions to this excise tax, one of which is for electric vehicles.
Note: Effective March 29, 2023, the CHEAPR program is a point-of-sale (POS) rebate. Customers can receive their CHEAPR rebate at the dealer.
The Connecticut Hydrogen and Electric Automobile Purchase Rebate (CHEAPR) offers incentives for Connecticut residents who purchase or lease fuel cell electric, plug-in hybrid electric, or battery electric vehicles. The incentive value will vary depending on the fuel type. The State of Colorado offers an income tax credit for the purchase or lease of an electric motor vehicle, a plug-in hybrid motor vehicle, or an original equipment manufacturer electric/plug-in hybrid electric truck.
The California Clean Vehicle Rebate Project (CVRP) provides incentives designed to make electric vehicles more affordable. Incentives are available for fuel cell electric vehicles, battery electric vehicles, and plug-in hybrid electric vehicles.
Note: Effective September 1, 2022, this rebate is being temporarily reduced to the $0.
The California Air Resources Board partnered with California utilities to provide up to a $750 rebate for the purchase or lease of an eligible plug-in hybrid or battery electric vehicle.
Per Arizona state law, alternative fuel vehicles receive a 100% use tax exemption if the vehicle was manufactured as a diesel vehicle and was converted to run on alternative fuel. This tax exemption is also available for equipment that is installed in a diesel fuel motor to convert it to run on alternative fuel.
Note: In accordance with Arizona Revised Statute 28-5805, alternative fuel vehicles are assessed VLT using the same formula used for traditional vehicles. Those vehicles that were intitally registered prior to 2023 will keep their current VLT formula until the vehicle ownership changes or the registration is canceled.

As part of its Used Electric Vehicle Rebate Program, LADWP offers a $1,500 rebate to residential customers for the purchase of a qualifying used electric vehicle. The program also offers up to an additional $1,000 rebate for homes participating in the Lifeline or EZ-SAVE Low Income Customer Assistance programs. A resident does not need to be a LADWP account holder to apply, but the permanent residence of the applicant must receive electric service from LADWP. For more information, visit the program website.
